Operating a liveaboard for paying guests in Raja Ampat requires three layers: the vessel’s own certification for carrying passengers, the operator’s licensing to sell that service, and compliance with the marine park regime for the areas visited. All three must line up, and they do not automatically transfer with a hull.
Three layers, three failure modes
1. The vessel
The hull needs to be certified for the passenger operation it performs, with safety equipment in date and survey status current. A vessel whose certificates lapsed during a quiet period is not ready to trade, whatever its condition looks like alongside.
2. The operator

3. The area
