What Permits You Need to Run a Liveaboard Charter in Raja Ampat
Published by the Raja Ampat Yacht Broker Desk · Updated 19 August 2026
To run a liveaboard charter in Raja Ampat you need a licensed Indonesian operating company, a vessel certified to carry the passengers you intend to carry, crew with valid certification for the vessel and role, and compliance with the marine park regime covering the areas you visit.
The operating company
Selling voyages is a commercial activity conducted by a licensed entity. For foreign owners this typically means an Indonesian company, and the licensed activity must actually cover what you are selling. A company licensed for something adjacent is not the same as a company licensed for passenger charter, and the difference surfaces at the worst possible moment.
The vessel
Certification must match the operation: number of passengers, the areas served, and the safety equipment carried. Survey status must be current. Safety appliances need in-date certification, and liferaft service dates are checked more often than owners expect.
The crew
Certification appropriate to the vessel and role, from the master downward. On a dive operation, guide qualifications and ratios are part of both the safety case and the product. Crew documentation is a compliance asset, and losing an experienced crew in a sale is an operational cost worth negotiating over.
The marine park
Raja Ampat is managed for conservation, and access carries obligations — guest entry contributions, area rules and the practical etiquette that keeps operators welcome. These belong in your cost model and in your itinerary planning from the start.
Sequence for a new operator
- Decide the product: cabins, itinerary, diving or cruising, and the season you will run.
- Establish or acquire the licensed operating entity.
- Acquire a vessel whose certification supports that product — see dive liveaboards for sale.
- Confirm certificates, crew and park compliance before selling the first departure.
- Build distribution — agents, direct, and repeat guests.
The shortcut, and its price
Acquiring an operation that already holds all four elements removes most of this timeline. What you take on instead is the company’s history, which is why the diligence is different rather than lighter — see charter businesses for sale and liveaboard business due diligence. Because requirements change, verify the current position with the authorities for your specific vessel and itinerary.
